Marvin L. Young Jr. Marvin L. Young Jr. is the Founder and Executive Director of Nurture Outreach Services, a Portland-based nonprofit dedicated to reducing gun violence and uplifting individuals at the highest risk of harm. His leadership is rooted in lived experience, personal transformation, and an unwavering commitment to community healing.

Marvin’s early life was shaped by exposure to violence, loss, and systemic barriers. He witnessed shootings in his neighborhood and home, lost close friends and family members to gun violence, and became involved in a street gang at age fourteen. After serving multiple terms in Oregon’s Youth Authority and later the Department of Corrections, he made a life-altering decision in 2008 to break generational cycles and rebuild his future. His dedication to transformation and service ultimately earned him a full pardon from Oregon Governor Kate Brown. Marvin’s leadership is defined by authenticity and a refusal to mask his past. He considers himself “a diamond in the rough” quiet, confident, and deeply committed to serving Black, African American, African, and African Refugee communities. His work centers on restoring hope, expanding opportunity, and ensuring that those historically disenfranchised receive the support and second chances they deserve. Through Nurture Outreach Services, Marvin continues to shape Portland’s CVI mission with a vision grounded in lived experience, community accountability, and the belief that healing is possible. His personal and professional journey stands as a testament to transformation, purpose, and the power of reaching back to uplift others.
